JSSS threatens stir over cabinet move changing promotion rules

Ranchi: Members of the Jharkhand Sachivalaya Sewa Sangh (JSSS) on Sunday urged the state govt to reconsider the cabinet resolution amending their promotion procedure, warning that they would decide a course of agitation if their concerns were ignored.The demand was raised at the JSSS general body meeting held in Ranchi, where members discussed service-related issues, including the cabinet decision passed on July 2. JSSS president Ritesh Kumar claimed the decision would delay promotions for secretariat service staff. He said employees who earlier got two promotions in eight years will now have to wait 16 years.He said, “The general body has decided to meet the chief minister Hemant Soren to explain our grievances. If the govt fails to listen to our demands, a phase-wise agitation including pen-down strike, mass leave and a strike would be staged. The JSSS has authorised its executive committee to take a decision on the protests.”Members said the govt should have simplified and expedited promotions because 225 posts of deputy secretary are vacant. They argued that the new system would further increase vacancies at higher levels and affect administrative functioning. The meeting also issued a standing instruction fixing the monthly membership fee at Rs 200 for members.The state secretariat service has a strength of 1,200. As many as 800 members attended the meeting physically, while many others joined online.Earlier, a JSSS delegation met minister Dipak Birua on Monday and apprised him of its demands. The delegation alleged that the personnel and administrative reform department had taken a series of decisions targeting their service. The association said the July 2 resolution must be reviewed to prevent stagnation and protect career progression within secretariat cadres immediately.
