Ranchi: A large number of urban voters are yet to be traced under the Special Intensive Revision (SIR) of electoral rolls despite repeated door-to-door verification, with booth-level officers (BLOs) saying many such electors may have to be placed in the absent, shifted, dead and duplicate (ASDD) list if they remain unverified. The challenge has persisted even as authorities stepped up efforts to improve the poor urban response to the exercise.Special camps were organised across all urban polling stations in the state on Monday after participation in urban areas remained abysmally low since the SIR exercise began with the distribution of enumeration forms on June 30.The scene was similar at several polling stations in Ranchi, where electors arrived individually or in small groups to submit their enumeration forms. Many elderly people, already enrolled as voters in other states, also visited the camps to collect or submit forms.A BLO in the Lalpur area said an elderly man came to collect enumeration forms for himself and his children. However, after checking the BLO app, officials found that he was already enrolled as a voter in Bihar and advised him against filling out the form.At polling booth 298 at Balika Shiksha Bhawan School near Lalpur Chowk, which has 871 registered voters, volunteer S Bakhla said that by Monday afternoon, officials had identified 21 deceased electors whose names would be included in the ASDD list.Subhas Chandra Gorai, the BLO for booth 298, said, “We were able to trace around 65% to 70% of the voters. The remaining people could not be located. Most people are not aware of the importance of the SIR process.”At the adjacent booth (299), which has 1,381 voters, BLO Jaya Pandey said enumeration forms had been distributed to all except around 450 electors who could not be traced. “Around 600 filled forms have been returned and are being digitised. Those who could not be traced will be included in the ASDD list,” she said, adding that awareness about the exercise remained low.At one polling station, a voter arrived with blank forms for submission and had to be assisted by the BLO in filling them out in the presence of this correspondent.The chief electoral officer (CEO) had announced special camps on July 18 and 20 to boost urban participation. While the response improved in Ranchi during the July 18 camps, the impact of Monday’s exercise is yet to be assessed.
