Ranchi: Booth level officers (BLOs) engaged in the Special Intensive Revision (SIR) of electoral rolls in Ranchi claimed the exercise is moving slower than expected, with many electors insisting that officials fill out enumeration forms on their behalf despite instructions that the forms are simple and can be self-filled.BLO Abhay Jha said electors are required to enter basic details such as names, EPIC numbers and previous SIR particulars of themselves or their parents. “But when we visit households to distribute the forms, people ask us to sit and fill them, saying they are afraid of making mistakes. It takes at least 30 minutes to complete the process for one family, which reduces work efficiency,” he said. Jha said he has been assigned 1,024 forms, of which he has distributed 456 and digitised 175 so far.Till 6 pm on Sunday, 2,38,13,930 (nearly 90%) enumeration forms were distributed across the state, while the number of forms digitised stood at 80,07,304 (30.2%).Another BLO, who did not wish to be named, said teams have been working from 8:30 am to 6:30 pm every day and often skip lunch to meet the deadline. “A significant amount of time is being consumed in filling out the forms. If we fail to complete the work within the stipulated timeframe, we may face strict action from the Election Commission,” the officer said.Officials said field verification has also been hampered by household members being unavailable during the day or asking BLOs to return later. “We had to visit some homes multiple times before we could complete verification and collect the forms,” BLO Subhash Chandra Gorai said.Ranchi deputy commissioner and district electoral officer Manjunath Bhajantri, however, dismissed the complaints as excuses. “Semi-literate and unlettered people may face difficulties, and BLOs have to help them. Filling the enumeration form is not difficult and can be completed in a short time,” he said.
